"The Klingon War of Succession" is a serious game/wargame in the Star Trek Universe. It can be used to demonstrate matrix-game-methodolody for course-of-action analysis, but may also serve as a teaching tool for concepts of International Relations. Game mechanics serve the purpose of creating a "realistic" narrative of the evolving, dynamic conflict in order to explore possible outcomes of currently ambiguous situations. The players work together to that end, while at the same time trying to kill each other in-game.
Scenario: The year is about 2367 and the Chancelor of the Klingon High Council is dead. The players take the roles of the Federation, Romulan, and Klingon decision makers.
The Klingon Empire is a feudal warrior organization. The elites cooperate through the High Council and are mediated by the Chancelor. Each house is able to mount military offensives on its own, and since only victory in battle brings glory, they often do without consulting the Chancelor.
The Federation is a democratic organization with lots of idealism and economic power. They have been allied with the Klingons for years and now see their basic security threatened by recent developments.
The Romulan Star Empire is a nation that relies on stealth, subterfuge, and surprise to achieve their goals. They have managed to hide their true power, but they fear the Klingon-Federation Alliance.
THE PLAYABLE FACTIONS ARE: GOWRON - THE CHANCELOR ELECT OF THE KLINGON EMPIRE, WHO LACKS SUPPORT IN THE HIGH COUNCIL DURAS - ONE OF THE NOBLE HOUSES. THEIR CANDIDATE FOR CHANCELOR WAS KILLED, BUT THEY MANAGED TO PRODUCE ANOTHER ONE. THEY ARE BACKED BY THE MAJORITY OF THE HIGH COUNCIL AND ARE ABOUT TO STRIKE AT GOWRON.
THE FEDERATION COUNCIL - THE GOVERNMENT OF THE FEDERATION, WHICH WIELDS CONSIDERABLE ECONOMIC POWER AND ADMINISTRATIVE CAPACITY. STARFLEET - AN ORGANIZATION RUN BY THE FEDERATION FOR EXPLORATION OF SPACE AND FACILITATION OF DIPLOMATIC ACTION. ALTHOUGH OFFICIALLY NOT A MILITARY, THEY CAN SWITCH TO MILITARY ROLE RAPIDLY.
THE ROMULAN SENATE - THE GOVERNMENT OF THE ROMULAN STAR EMPIRE. THEY CONTROL THE POPULATION THROUGH THE MILITARY (WHICH IN TURN PROVIDES ACCESS TO ELITE GOVERNMENT FUNCITONS). IN TURN, THEY CONTROL THE MILITARY THROUGH THE TALSHIAR, A POWERFUL DOMESTIC AND FOREIGN INTELLIGENCE AGENCY WITH ITS OWN MILITARY CAPACITY. THE TAL SHIAR IS SECOND TO NONE IN THEIR ROLE AS SPIONAGE/SABOTAGE ORGANIZATION THE ROMULAN IMPERIAL NAVY - THE MILITARY OF THE ROMULAN STAR EMPIRE: THEIR TACTICAL DOCTRINES RELY ON THEIR STEALTHY SHIPS AND DETERRENCE. THEY ARE NOT TO BE UNDERESTIMATED, BUT STRUGGLE CONTINUOUSLY WITH PREVENTING POLITICAL OR TALSHIAR MEDDLING IN MILITARY AFFAIRS.
