There are several non-commercial ISPs around in the world, at least in Europe. There have been newer projects, and some older ones.
The FFDN in France has been very successful lately. There are equal initiatives in other countries and other DIY ISPs, but they are not connected, they are not communicating. To gain a communication channel and gathering resources, we should meet and find a place where we can talk to each other.
