This sounds a lot like what I created in the Netherlands over at Petitions.nl. Just ordinary petitions as a format (easy to understand for the general public and with some authority for the bureaucracy) but with the addition that local, regional or national government can open a so called 'counter' in the website.

The bureaucrat who mans the counter pledges to guide the petitioner with the drafting of the petition and addressing it properly. Then it can gather more supporters and at some point the petitioner decides to hand the petition in. The bureaucrat takes care of it being properly inserted in the bureaucratic process and gives feedback to manage expectations. When it it will be on the agenda of the counsil or parliament for example and afterwards the bureaucrat reports back. With links to the official minutes of the decision and so on.

So far one petition has gone through this process. Three local counsil have opened a counter in the website and one province. I am working on convincing the national government.

Fine, this illustrates IMHO the need for a tool that can handle web apps on a process level, not just of a pure coding level. We will look into petities.nl, and maybe if "CitizenControl" is working we can implement this process with it; or take it as a challenge to implenent this (more complicated) real-life process.
