Creating Anonymous Webservice

This is a game. How you would construct an hidden/anonymous Webservice?
It should be an open webservice for everyone, but the database and functionality should be protected.
- The user can be known - he/she does enter some data
- transmission of the data to a hidden server
- working with the data, sending infos to the user w/o revealing location of the server
where to start
- are TOR hidden servers a good choice?
- where are the interfaces between userinterface and database?
- are possibilities to intercept the data?
- www.thepiratebay.org uses some tor interface to fetch torrents
