Apart from the official program comittee that is working on the conference program there is going to be a group of 23C3 Ambassadors that act as official contact persons for getting in touch with the program committee and that can tell you about 23C3, the CCC and its background and that might encourage or invite you to submit a paper/talk for the conference track.
